Just a short update at this point. I have found out that not only is Advance having this problem, all the other ballast manufacturers including Magnatec or Universal is having a problem with the Sylvania 42-watt bulb. We ended up replacing 25 ballast on this project $32 a piece as well as all the bulbs at $11 a piece. Fortunately all the ballast were under the 5 year warranty period by just six months.
